A conversation with Sir Geoff Mulgan
When Science meets power. In his latest book When Science Meets Power, Sir Geoff Mulgan, an internationally recognised pioneer in the field of social innovation and public policy, highlights the increasingly prominent role of science in the political and social discourse, as well as the growing tensions this entails. This evening, he joins De Balie director, Yoeri Albrecht, to discuss the sometimes problematic relationship between science and politics, as well as the global shifts within this political climate. Whether on topics such as pandemic control, the climate crisis, artificial intelligence or nuclear weapons, Mulgan shows how governments over the centuries have used science for power gains, victories and economic advantage. In his most recent work, he explores how governments and democracies can approach the role of science in a safer and more productive way. Throughout his career, Sir Geoff Mulgan has played an important role in various government agencies and think tanks, including as advisor to the British government under Labour Prime Minister Tony Blair. Science and politics have collaborated throughout human history, and science is repeatedly invoked today in political debates, from pandemic management to climate change. But the relationship between the two is muddled and muddied. In this IPR event, leading policy analyst Geoff Mulgan calls attention to the growing frictions caused by the expanding authority of science, which sometimes helps politics but often challenges it. He dissects the complex history of states’ use of science for conquest, glory and economic growth and shows the challenges of governing risk – from nuclear weapons to genetic modification, artificial intelligence to synthetic biology. He shows why the governance of science has become one of the biggest challenges of the twenty-first century, ever more prominent in daily politics and policy. Yet while many countries have amazingly high quality science advice pouring into government, this knowledge often disappears into a black hole. What would it take to change that? How could governments embed collective intelligence organisation at their core?
